| All libraries except, Gateway Libraries, must have 20 percent of their hours open at times other than 8-5 Monday through Friday and must include some evenings and weekend hours. Potential effect on Basic Grant if minimum standard is not met -- 50 percent |

| Hours Open/Paid Librarian |
|
All libraries shall be staffed whenever the library is open. Libraries must have a paid librarian on duty at least 70 percent of the time. Volunteers may fill-in for the other 30 percent if necessary. |

| Policy Review |
|
The boards of all libraries shall review their library policies each year. As part of the policy review the library board will review the Structure and Governance Checklist found on page 7 of the 2000 Standards for Kansas Public Libraries. Trustees and librarians will receive training to help them create a disaster plan. Potential effect on Basic Grant if minimum standard is not met -- 5 percent |

| Mission Statement |
|
All libraries must have a mission statement and review it annually as part of their policies. Potential effect on Basic Grant if minimum standard is not met -- 5 percent |

| Minimum Local Support |
|
No CKLS grant may exceed the total amount of local support which includes: |
|
1. Tax support from mill levy, etc. |
|
2. Salaries and employee benefits paid by the city from its general fund. |
|
3. Utilities, insurance, etc. paid by the city for the library. |
|
4. Funds collected by the library from fines, donations, or fundraising. |
|

| Technology |
|
All libraries must have a computer that is connected to the Internet and provide some time during the week for public access. All libraries must have access to the Kansas Library Catalog (KLC). Potential effect on Basic Grant if minimum standard is not met -- 15 percent |

| Materials on the Kansas Library Catalog |
|
All libraries must enter 100 percent of all materials except mass market paperbacks on the KLC. Potential effect on Basic Grant if minimum standard is not met -- 10 percent |

| Weeding |
|
All libraries are expected to maintain attractive collections by weeding at least 2 percent of an annually selected 20 percent of its collection per year. Potential effect on Basic Grant if minimum standard is not met -- 10 percent |

| Exterior Signage |
|
All libraries must be identified with at least the word LIBRARY in four-inch letters. All libraries must have their hours posted on a sign in letters large enough to be read from the street or parking lot. Potential effect on Basic Grant if minimum standard is not met -- 10 percent |

| Continuing Education |
|
All libraries must have a policy regarding continuing education that complies with the regulations of the federal Fair Labor Standards Act, which include paying the librarian for attendance at required training events and paying expenses associated with continuing education events. All newly appointed librarians (the person in charge of day-to-day operations of the Library) must qualify for a Level-I Kansas Library Continuing Education certificate within two years of being hired. | Periodicals |
|
The issue of periodicals is changing dramatically with the advent of on-line, full-text periodicals. While a few thousand periodicals will be available over the Internet, libraries will still need to subscribe to magazines for their patrons to read and/or check out. The standard is ten subscriptions per 1,000 population with a minimum of ten per library, regardless of population. Gift subscriptions that come to the library count toward this standard. Your library must subscribe to at least one weekly news magazine. ‚ 5 percent |

| 2003 Incentive Grant Standards for Year 2004 Grants |
|
| Incentive Grants are designed to encourage libraries to improve the quality of library service and to increase the library's effectiveness in the community. These are not requirements. However, your library could lose money if you do not provide some of these services. |
|
| Summer Library Program includes an organized program during the summer to encourage reading by having children keep a record of the books they read. The Summer Library Program may include activities, crafts, story time, and rewards for reading. The evaluation of the Summer Library Program must be submitted to CKLS in a timely manner or the library will lose $25. |

| Programming for Targeted Populations |
| Programming for targeted populations includes story hour programs for children or alternative programming for another targeted population. Service Center, Linking and Gateway libraries need to do 20 regularly scheduled programs per year. Major Service Center and Major Resource Center II libraries need to do at least 24 programs per year. |
|
Story Time Program includes regular programs, open to the public, not including the Summer Library Program. These programs may be conducted by regular staff members or by volunteers. They may be conducted outside the library if they are open to the public and include the opportunity to checkout library materials. Two or more story time sessions per week count as one program. |
|
Alternative Programming for families, youth, adults or other targeted populations includes regular programs, open to the public, not including the Summer Library or Story Time Programs. The alternative programming may be conducted by regular staff members or by volunteers. The programs may be conducted outside the library if they include the opportunity to checkout materials. |
|
If your librarian and board decide to do alternative programming to qualify for this grant it must be regularly scheduled (monthly/weekly) and target a particular segment of your population, i.e. families, youth, senior citizens, etc. Submit a brief outline of your plan to CKLS before assuming that your alternative programming idea will meet the requirement for this incentive grant. |

| Workshops and Librarian Training |
|
The librarian or a staff member must attend four continuing education activities each year. Attendance at workshops and assemblies presented by CKLS count, as do library-related workshops presented by other agencies. Value of grant for Workshops and Librarian Training -- $240 |
|
| Trustee Workshops |
|
CKLS holds trustee workshops every year. All trustees should attend a trustee workshop within two years of their initial appointment. CKLS also sponsors several workshops during the year for librarians and trustees. Each library should be represented by a library board member at a CKLS workshop every year. | Alternative Trustee Activity |
|
If no one from the local board attends one of the CKLS Trustee Workshops, the following activity will qualify the library for the grant in this category: |

Activity: A CKLS consultant will arrange to attend a local board meeting. He or she will review with board members a checklist found on pages 10, 11, 12 and 13 of the 2000 Kansas Public Library Standards. The board and the librarian will set five goals for the library based upon the needs of the library as discovered by reviewing the checklist. The board will send a copy of the completed checklist and goals to CKLS. |

| Community Involvement and Visibility |
|
Community Involvement means bringing people into the library and involving them in an activity other than checking out books. Librarians are encouraged to provide programming for all ages. CKLS will provide assistance when asked. Visibility means getting the library's image before the people. Any activity outside of the library, which tells of library programs, services or activities may qualify. Value of grant for Community Involvement and Visibility -- $50 (5 Activities at $10 each) |

| Printed Encyclopedia |
|
Gateway and Linking libraries must purchase a new HARDBACK set of World Book Encyclopedia or comparable priced encyclopedia every eight years. Service Centers are required to purchase a set of World Book or Comparably priced hardback encyclopedia every five years. All other libraries must purchase a set of hardback encyclopedias every three years. Value of grant for Printed Encyclopedia -- $100 |

| Extenuating Circumstances |
|
If a library does not meet the standard for one or more of the grant categories and the people in that library feel the library deserves special consideration because of extenuating circumstances, they may explain. |

| Moving Up to the Next Higher Level |
|
In order for a library to move up to the next higher level of library it must meet the 2000 Measurements of Quality: Public Library Standards for Kansas in the following areas: population, hours of service, and cataloged collections. |
