Internet Use Agreement
Great Bend Public Library

     The Great Bend Public Library has adopted a policy for public use of the library's Internet computers. The library has no control over the information on the Internet and cannot be held responsible for its content. Anyone who wishes to use a library computer to access the Internet through one of the library's computers must agree to abide by the rules as outlined below.
Restriction of a minor's access to the Internet is the responsibility of the parent or legal guardian. A parent or legal guardian must sign this agreement before his or her child under the age of 18 will be allowed to use one of the library's computers to access the Internet.
Using a library computer in an inappropriate manner is prohibited.

Specifically:
1. Patrons shall not access or exhibit inappropriate or obscene matter which is harmful to minors, or materials containing sexual exploitation of children, as defined by Kansas Statutes and the Children's Internet Protection Act.

A. Patrons shall not access or exhibit obscene material on library computers. See K.S.A. 21-4301 as amended.

B. Patrons shall not access material or computer-generated images deemed harmful to minors. See K.S.A. 21-4301a and K.S.A. 21-4301c.

C. Patrons shall not use the library computers to possess a computer generated image that contains or incorporates sexual exploitation of a child. See K.S.A. 21-3516, as amended.
2. All patrons are prohibited from sending electronic mail, instant messages, or chat room messages that violate any local, state or federal laws.
3. Patrons must not mistreat or misuse the library's computers, which includes:

A. Causing damage to library computers, software programs, and data.

B. Activities deemed unlawful according to local, state and federal law.

C. Unauthorized access to secure data, including so-called "hacking."
4. Patrons must not violate the privacy rights of other individuals, including unauthorized disclosure, use and dissemination of personal information.
5. Patrons must comply with the United States copyright law, United States and Kansas obscenity statutes, and all other applicable laws.

Consequences:
Library staff members will not monitor library computer usage. When a member of the library staff does observe a violation, as a consequence the staff member may:

Terminate Internet session immediately.

Suspend computer use privileges.

Notify appropriate law enforcement officials.

Note: The library has installed filtering software on all public access computers.
