The Palco Library was started as a service project of the Modem Mrs. HDU (now EHU). In 1962 the clubs of the community were contacted for donations of money and books. Several business places also made donations. The City Council of Palco donated a comer of the Palco City Hall and Therean Towns built the shelves to hold the books. The majority of the books were donated from citizens of Palco and the surrounding area. Records are incomplete, but it is believed the Library actually opened in the spring of 1963. It was soon realized that if the Library was to be a success, money was needed for the purchase of books and a regular librarian. The club members began working to get the library on the city tax roles. In November of 1965, the people of Palco voted to establish the Palco Public Library.

Norma Morel was the first librarian, and was paid ninety cents per hour. Margie Roberts became librarian in September of 1967, and Phyllis Lewis was the first person in charge of the Story Hour Program. Other assistants have helped to make this program successful. Story Hour attendance varies from seventeen to twenty-five preschoolers. The Summer Reading Program is enjoyed by many children from June through August, and Margie is in charge of it, with as many as thirty-five children participating. Other special programs added include the donated pattern service, begun in 1972, and the book drop which was installed in 1973.

In August of 1982, an anonymous gift of $20,000 was given to the Library for improving the crowded facilities. It was decided to remodel the old bank building, following the recommendations of Ralph Keller, Hill City architect. The Library moved into the finished building in October, 1983. An Open House was held April 14, 1984, with tea and cookies served by the Modem Mrs. EHU, continuing their interest and support for the Library. New equipment and furniture bought for the Library included a copier, extra shelving, tables, chairs and a settee. Without the response of the entire communities of Palco, Damar and Zurich, this Library would not have been possible. Including the original gift of $20,000, a total of $44,781.53 was raised for the building project. The Library trustees also appreciated the gift of the old bank building from the First National Bank of Palco.
