The Luray Library began as a circulation outlet in the former doctor/dentist office on main street in 1994. Green thumb workers ran the office.
The city paid for the utilities and for 5 hours per week for the librarian until the voters adopted a mill levy to support a city library in April of 1997. A gift fund was established in October of 1997 to help fund the library until tax moneys became available in 1999.
Donations were taken from businesses and individuals to help pay the librarian. The city continued to pay for 5 hours per week and covered the building and utilities as well.
The official board was appointed in July 1998 to begin running the library supported by donations until tax money and grant money became available in 1999.
