On June 22, 1939, the Ellinwood City Library was founded by the 20th Century Literature Club. Mrs. Joe Ostenberg was president of the club and served as the first librarian. The library was housed in quarters furnished free of charge by the Wolfe estate and Fred Wolf, Jr. City financing of the library began in July of 1941.

In August of 1968 the new library combined with the schoo11ibrary. It took the cooperation of the school, the public library board and the people of the community to make this work. The library joined the Central Kansas Library System when it was founded. This was instrumental in allowing the library to be open longer hours, hire more help, and add more books and non-books to the collection.
