The citizens of Agra requested Rotating Book Service from the Central Kansas Library System in 1971, and began a Story Time in the Agra City Hall. A library organization was formed and a legal library was established in 1972. The book collection rapidly grew from a collection of a few donated volumes and three shelves of rotating books, with the help of white elephant sales and community fund drives to augment tax revenues.

Dr. Francis Lee Doctor and his wife, Edith, generously donated the use of the Agra physician's office after his retirement, and following an extensive remodeling project, the Library was moved into its present quarters, a white frame building on Main Street. The remodeling was completed with volunteer workmanship, with many donated materials, and with a great deal of community pride.
