   Each year librarians fill out the System Grant Questionnaire to verify they have met CKLS standards in the various grant categories. A committee of trustees from four participating counties meets to review the grants standards and the questionnaires and determine the amount of the grant for each library.

INCENTIVE GRANT STANDARDS
    Incentive Grants are designed to encourage libraries to improve the quality of library service and to increase the library's effectiveness in the community. These are not requirements. However, your library could lose money if you do not provide some of these services.

SUMMER LIBRARY PROGRAM includes an organized program during the summer to encourage reading by having children keep a record of the books they read. The Summer Library Program may include activities, crafts, story time, and rewards for reading. The SLP Evaluation must be submitted to CKLS in a timely manner or the library will lose $25.00.

PROGRAMMING FOR TARGETED POPULATIONS
    Service Center, Linking and Gateway libraries need to do 20 regularly scheduled programs per year. Major Service Center and Major Service Center II libraries need to do at least 24 programs per year.
    Story Time Program includes regular programs, open to the public, not including the Summer Library Program. These programs may be conducted by regular staff members or by volunteers. They may be conducted outside the library if they are open to the public and include the opportunity to checkout library materials. Two or more story time sessions per week count as one program.

Alternative Programming. Complete this section if your library did not meet the requirement for Story Time Programming.
    Families, Youth, Or Adults or other targeted population includes regular programs, open to the public, not including the Summer Library Program. These programs may be conducted by regular staff members or by volunteers. They may be conducted outside the library if they include the opportunity to checkout materials.
    If your librarian and board decide to do alternative programming to qualify for this grant it must be regularly scheduled (monthly/weekly) and target a particular segment of your population, i.e. families, youth, senior citizens, etc. Submit a brief outline of your plan to CKLS before assuming that your alternative programming idea will meet the requirement for this incentive grant.

WORKSHOPS AND LIBRARIAN TRAINING. CKLS offers workshops and continuing education opportunities for library staff members. Activities which qualify for the grant include: CKLS workshops, assemblies, meet and eat idea meetings, and may include continuing education offered by other library organizations. List all of the workshops/assemblies attended by your librarian, staff members or volunteers during the counting period. Four are required to get the full amount of the grant.

Trustee Workshops. CKLS holds trustee workshops every year. All trustees should attend a trustee workshop within two years of their initial appointment. CKLS also sponsors several workshops during the year for librarians and trustees. Each library should be represented by a library board member at a CKLS workshop every year.

Alternative Trustee Activity. If no one from the local board attends one of the CKLS Trustee Workshops, the following activity will qualify the library for the grant in this category.
    Activity: A CKLS consultant will arrange to attend a local board meeting. He or she will review with board members a checklist found on pages 10, 11, 12, and 13 of the 2000 Kansas Public Library Standards. The board and librarian will set five goals for the library based upon the needs of the library as discovered by reviewing the checklist. The board will send a copy of the completed checklist and goals to CKLS.

COMMUNITY INVOLVEMENT AND VISIBILITY. Community involvement means bringing people into the library and involving them in a library-related activity other than checking out books. It could also mean taking a program about the library to a club or group in the community. It could include art shows, film programs, humanities discussions, etc. Weekly/regular news releases count as one activity. Meetings of a group not connected with the library do not count. Visibility means getting the library's image before the people. Any activity outside of the library, which tells of library programs, services, or activities may qualify. Minimum requirement: five activities.

CURRENT PRINTED ENCYCLOPEDIA. The reference collection in every public library needs to have an up-to-date encyclopedia. Gateway and Linking libraries are required to purchase a set of World Book or comparably priced encyclopedia every eight years. Service Centers are required to purchase a set of World Book or comparably priced encyclopedia every five years. All other libraries should purchase a set of encyclopedias every three years.
    CD-ROM encyclopedias may be purchased by the library to supplement the print collection, but they may not replace the printed version of the encyclopedia.
